The trip was paid for by education non-profits like Rodel, but the agenda was not released to the public and the focus was unclear.
What are the implications for policy?
How is Delaware improved by the secret trip (not subject to public input before the trip)?
Does trip sponsor have an agenda to influence state board members? (http://www.rodelfoundationde.org/2012/04/imagine-yes-prep-focused-on-college-and-career-readiness/) would be an example of a sponsor with an interest in YES Prep and magically, DE policy as well: a convenient nexus if you will.
Will the State Board not merely recap the trip, but live up to its role of working for all Delawareans by revealing how the trip provided value to ALL Delaware students, not any one subgroup? (charter students only as an example)
Can we expect the State Board to be more transparent in the future by explaining why, how and how much will be spent in state money, including salary of employees (like sending people (DOE employee and a district teacher both on state salary) to Finland with Rodel) and EXACTLY how the trips will translate into best practice for our kids?
or
Will the State Board arrogantly stand behind its secretive process of professional development opportunities to hide the thematic sensibilities that guide them and then use the idea that telling us about things decided in private are really in the interest of the public after the fact?
