Red Clay School Board members make individual appeal for transparency. #netDE

Below is a joint statement from 3 sitting school board members in Red Clay. It is NOT a statement of the Board and does not reflect the Board’s opinion, nor that of the district necessarily. It is just 3 citizen volunteer elected officials opining on a critical subject:

This statement is being released by Leah Davis, Kim Williams, and Eric Randolph.  We are former Red Clay PTA leaders, a former Red Clay teacher, a parent of former Red Clay students, parents of current Red Clay students, and all three of us are current sitting members of the Red Clay School Board.  This statement is not a statement from the Red Clay School District nor is it a statement from the Red Clay School Board, we are speaking as individuals.

We are concerned for our school district and angered by a faceless organization called Voices 4 Delaware Education Action Fund who is spending what must be thousands of dollars on Delaware school board elections without disclosing whose voice they represent or the sources of their funding. How can we evaluate the interests of this group and their educational beliefs without knowing whose on their board of directors or the sources of their funding? Voices 4 Delaware Education Action Fund appears to be using loopholes in the tax code to shield their identity and activities. This nameless campaign tactic needs to stop. Transparency is needed.  We are parents, former PTA leaders, former Red Clay teacher and school board members who are trying to make informed decisions for children. We try hard not to let that focus be misdirected by politics.This loophole in Delaware election law hopefully will be closed soon but it may be too late.  The lasting impact to our school districts may be felt long after this election.  With just five days before elections in Delaware’s two largest school districts, we need answers now.  We call upon this group to come out of the shadows and to be accountable for their position prior to the School Board election day on Tuesday, May 8th.

    And where is the link to this statement?

    All three of the school board in this statement neglect to mention that they have all endorsed the same candidate, and in some cases ether financially supported or campaigned for that candidate, who happens to be the one receiving his outside expenditures from DSEA.

    All of those three individuals have in the past been recipients of PAC money and outside expenditures on their behalf, and had absolutely no problem with that aspect of Red Clay elections when they were running.

    I really don’t want to go there, but if you need me to prove either of those assertions, I will.

    This statement has no value as any sort of principled stand, and frankly should be discounted for what it is: a last-minute attempt by three school board members to influence the election in favor of their own chosen candidate.

      They could have mentioned the names of one or both and didn’t seems more like a generalized disgust with secret money as opposed tot he little known but searchable money you point out so often, correctly at that. Just my opinion on that point.

    And where is the link to this statement? None that I know of, it has been submitted to press I believe, but it was also sent to me directly.

  3. John, checking other than the year-end reports for DSEA Advocacy Fund for 2009 will turn up the fact that the aggregate DSEA (the union, not the PAC) were roughly $561,000 to its own PAC. That figure pretty much dwarfs this compilation, and represents a massive use of the member dues of the organization for political campaigning. To this date, DSEA keeps all information regarding how it selects school board candidates and other endorsed politicians behind a gated portion of its website (transparency), and has never publicly expained the process by which it was decided to push over one million dollars into Delaware politics. DSEA then had its PACs donating to other PACs to make donations to candidates, specifically to make the trail more difficult to follow–which amounts to taking advantage of (you guessed it!) loopholes in the law to obscure their tracks.

    So don’t give me the line that there is more transparency from DSEA.

    DSEA took advantage of every legal trick in the book available to them to make it difficult to trace how they picked candidates and to disguise the extent to which they attempted to influence elections–while bragging about it in their newsletters.

    Had the laws been the same pre-Citizens United I have absolutely no doubt that DSEA would have taken advantage of them, and I predict right now that next year they will.

    As the discussion of HB 300 centered on the idea that anonymous speech is one thing but anonymous spending is quite another.

    The DSEA PAC is bound to report individual contributions above a certain dollar amount according to DE law, no? If they amass monies from teachers and other supporters – ALL VOLUNTARY contributions – in small amounts below the individual disclosure threshold and you don’t like it then you should seek to change the election disclosure law to lower the amount to trigger the individual donation filing. Don’t attack DSEA for following the law.

    OTOH, the ‘new kids in town’ are proven to have distorted the facts by cherry-picking or even lying about sources cited on their mailer’s claims about Shirley Staffer.

    I got a phone call last night from an anonymous Voices4DE Action Fund-paid caller with a Laurel phone # on behalf of Staffer’s opponent. The caller tried to characterize Staffer as anti-choice, anti-student, anti-parent, anti-innovation, anti-standards as compared to her opponent. Val Harris has never attended a PTA meeting and has her kids in a charter school from what I have heard.

    • Nancy, I spoke with Val Harris Tuesday night at Downes Elementary – she attended the candidates meet and greet sponsored by the Downes PTA. I asked if she had children and she shared that she has twenty of her heart but none of her womb. I just wanted to debunk the rumors.

  5. John, DSEA contributions to the DSEA Advocacy Fund (and all the assorted “Working Families” PACs) are NOT voluntary contributions.

    DSEA is a closed shop that takes dues as a condition of employment, and then hands that money over to a PAC run by top DSEA officials who–in their PAC capacity–no longer have any responsibility to answer to the memberships.

    You created an argument for me that I didn’t make, thanks, with regard to contributions under the threshold, but you do make my larger point: DSEA did follow the law (except, perhaps in one or two technical violations), and DSEA took careful advantage of every loophole in the law. No problem, but the organization needs to stop looking aggrieved when that’s pointed out.

    What Voices has done in the Christina election is morally reprehensible and ethically indefensible (by the way, for some reason my computer and browser refuse to let me connect to the DE ED blog, and have for two weeks, so I can’t read the fact check). Shirley Saffer has been “swft-boated,” but I suspect she’ll survive the attack and win her seat back.

    However, the idea that Voices introduced dirty campaigning into school board races in Delaware is simply historically inaccurate. What they changed was the scale, not the venality. Some of the people (I am NOT talking about you here) currently screaming the loudest this year spent the election season of 2011 performing all sorts of mean and dirty tricks against opposing candidates.

    So pardon me if I am unimpressed with the current sanctimony.

    • Steve, I think that it all boils down to the sides you keep invoking. So, rather than view this through the lens of hypocrisy, I just choose to say those complaining this year perceive themselves as victims of the scale and size and may even allow themselves the comfort of denying their venality.

      Interesting point though, what would people think if Johnasen in RCCSD , Harris in CSD or Cherry in Appo began to complain about their opponents’ funders and tactics. My guess is a whole lot of deaf ears, which leads me to why does the opposite seem to resonate?

      Potential answers: like minded people are trapped in their Kilroyian Fart Bubble, it’s just an echo chamber full of narcissistic sycophants, or they’re right and people are drawn to the analysis.

      I honestly don’t know the answer, but the hit meter on my blog and my instinct say I should keep slinging my stones from my unorganized, underfunded, principled, and populist pulpit.

      So I will.
